Tier I

Primary Evidence

Sufficient on its own. Court filings, judgments, settlements. Public-records disclosures. Verified leaked documents with chain of custody. Peer-reviewed, replicable academic studies.

Tier II

Secondary Evidence

Corroborative only. Investigative reporting supported by documentation. Whistleblower testimony backed by internal records. Requires at least one primary source to be published.

Tier III

Tertiary Evidence

Investigative leads only. Anonymous tips, user submissions, social-media claims. Never published as a fact. If the pattern is real, it will eventually surface in Tier I.
